The development potential of a nation hinges on the cultivation of intellectual capital, a measure of its citizens' intellectual prowess. Education, particularly higher education, serves as a crucial tool for attaining, nurturing and enhancing these capabilities.

Recognizing the imperative, the Government of Bangladesh (GoB) identified that the country faced the risk of falling behind in a fiercely competitive global economy. This vulnerability stemmed from the inadequacies within its higher education systems, which were insufficiently equipped to produce graduates with the requisite skills and capabilities demanded by a challenging global economy.

Towards this end, University Grants Commission, Bangladesh (UGC) brought out Strategic Plan for Higher Education 2006-2026, a publication charting the expected trajectory of future course of higher education. The recommendations made in the Strategic Plan propelled the Ministry of Education to launch the Higher Education Quality Enhancement Project (HEQEP) with the financial support of the World Bank in mid 2009.

Under HEQEP, the UGC initiated the QA mechanism in Bangladesh’s Higher Education Institutions (HEIs). It has also elaborated on a set of guidelines and the processes to facilitate the operation of the IQACs to advance quality of teaching, learning and research. Thus, the UGC has set in motion an effective internal quality assurance system in all the HEIs in Bangladesh.

Building on the foundation laid by HEQEP, the Government of Bangladesh formalized its commitment to quality by passing the Bangladesh Accreditation Council Act of 2017 and establishing the Bangladesh Accreditation Council (BAC). The BAC sets clear national standards and conducts external reviews to evaluate higher education institutions and their programs. Today, pursuing high academic rankings and formal accreditation is an absolute necessity for universities. These benchmarks assure employers, parents, and students that an institution provides a high-quality education, pushing universities to constantly refine their teaching, research, and governance.

The International University of Scholars (IUS) has enthusiastically embraced the challenge of measuring up in the yardstick of quality and international recognition since its inception. Accordingly, it has formed the Institutional Quality Assurance Cell of the International University of Scholars (IQAC-IUS) to accomplish those envisioned objectives of fostering the development of students' creativity and individuality, thereby transforming them into high-caliber human resources poised to bolster the nation's competitiveness on the global stage.
